Double-check with GPU-Z

23:07:25.402: ┃ ┣download_frame: min=0 ms, median=0.003 ms, max=88.946 ms, 99th percentile=69.25 ms

It's averaging 69ms to download each frame from the video card.

Does this tell you anything? I don't know what to look for. Please advise

I have set it to 60 before. I am on a 60hz monitor.

The game we are playing is H1Z1. Here is a link to the last stream. It looks like exactly what you are saying: the frames are being delayed by the card...

I have OBS open currently, without the game running, and it is losing FPS in the preview (drops down to 20-30 at its lowest).

I have an AMD 2gb card with 6 display port outputs sitting on the floor here. Would it be worth the time to try to run them simultaneously? Or should I just get a new 1000 series?

I'd switch to the new card. Two cards at once, even for the 4800 series i7, isn't that much help.

Try with just the AMD card for a bit and see if that works out at all for you. If it doesn't, go for a 1070 or 1080.
