What can this software do?

Sorry to hit the forum with such a general question but before I dig in and spend lots of time figuring it out, I need to have 4 HD cameras locally broadcasted at a sporting event to spectators phones and tablets. I would have the camera feeds fed to a custom app that the spectators would download at the event. Everything will be on a local media server broadcasted over a wifi network. Thank you for your input.

Assuming you have the capture hardware, OBS can take in the 4 camera signals and broadcast them via RTMP to a server (with someone behind a computer doing the vision mixing), which can then turn around and serve the stream to viewers like you want.
