What are the best settings for my new pc?

Sorry for having no knowledge of this because I have not streamed for a year or two and I have not done the settings for roughly that time and add on a new pc the settings could be upped or have changed. My specs for this new pc are:

Processor: AMD Ryzen 9 5900X 12-Core Processor 3.70 GHz
RAM: 32.0GB Dual-Channel DDR4 @ 1799MHz
Motherboard: ASUSTeK COMPUTER INC. TUF GAMING X570-PLUS (WI-FI) (AM4)
GPU: 2047MB NVIDIA GeForce RTX 3080

I also have a sony a5100 camera as well so I would love to hear for the best settings for that as well! :)

What resolution and frame rate do you plan (or want) to use? livestream, or record (edit) and publish later?
what sort of content? what about overlays, etc?
What CPU impacting filters/effects/plugins planned? chroma-keying, etc
etc

As for the A5100, a quick online check says using a clean HDMI out avoids the overheating caused by local SD recording. That means a capture 'card' [/USB dongle]. Do you already have a HDMI capture device? Looks like you could do 4K video from the A5100, but doing so will create extra load on your PC to decode and re-encode. Whether you have sufficient spare hardware resources for that? depends.
