I'm running an i7 6700k 16GB DDr4, GTX 1070. Doing same PC broadcasting & playing.
I put OBS on my side monitor, which is 60hz. My main display, which I play CSGO on, is 144 hz. When I stream or use OBS on the side screens while playing CSGO, my main screen becomes laggy and choppy but appears fine in the preview. When I move OBS to my main screen BEHIND CSGO, my main screen feels line.
1080p input, downscale to 720p/60
