Question / Help Weird Frame Drop Issues On Stream Only

SPECS:

Processor - Intel i7 4790k @ 4.0ghz
Memory - 16GB DDR3
GPU - GTX 980
OS - Windows 10

Stream Settings:

Preset: Fast
Resolution: 1280x720
FPS: 60
Bitrate: 2500


So I've been having this massive frame drop issue that seems to ONLY occur when I'm both live-streaming any game feed captured from my PC and playing that given game. For the past most of the tests, I've been streaming H1Z1 using those stream settings you see above. What basically happens is, once I load up the game and actually start playing the live-stream feed begins to drop frames, massively, though no frames are dropped on my end both in-game and or the OBS game feed.

What's weird is that when I record, with the same settings, everything turns out smooth as butter. No hiccups whatsoever. It's also probably worth mentioning that when the FPS begins to drop on the stream, OBS does not show any frames listed as dropped on the software.

I've also tried this numerous times with Xsplit as well, as the issue is still the same, with the recording functionality still able to produce a flawless result. I'm really stumped. It's seems only when I go live, whilst streaming a PC game, do these issues occur. As of now, I'm completely out of ideas and would love to hear all of your thoughts.
