Question / Help Weird FPS drops I can't find any info/help on...

Hey guys need help with this bizarre fps issue ive been having for a while now. I can't find any threads or anything on google regarding my exact issue as i just get tons of general fps stuff that isnt fixing my problem and isnt really related.

TLDR: The problem is hard to describe but ill have my fps in obs drop to 20fps randomly and cant get it back to 60fps even tho my computer and everything else can handle 60 fps. The only fix ive found is to restart my obs but thats not really a solution because i lose lots of viewership restarting my streams and cant do that all the time.

My problem is that for the past several months, even after reinstalling OBS i have this weird issue. What happens is randomly when streaming my 59.94 fps in obs will tank down to less than 20 fps. I cant figure out whats causing it to happen. I check my cpu usage, ram usage, and vidcard usage when this happens and itll happen regardless if its a game pinning all my resources that can usually run at 60fps no problem. Itll even happen when my cpu usage is at 35% my ram usage is under 40% and my gpu usage is also under say 40 or 50%. Ive even noticed it happen more often with more taxing games and i can drop the settings, even lower my bitrate and the fps in obs does not come back up. The only thing that ever fixes the fps being stuck at under 20 fps is restarting obs entirely. Literally that is the only thing that has ever fixed it. I can actually just avoid lowering my resource usage by just restarting OBS to fix the problem. So clearly its not tied to what my usage or lack there of really. But at the same time it seems to get either triggered completely randomly, or can trigger more often with the more resource intensive stuff ill be playing.

PCI-E mode of your video card.
U mean if its running x16? I built the setup myself so i wouldnt have done that, lol i think i already ran a card off x8 myself once when i was first learning :D

I've seen people run cards on x1 and x4 instead of x16, that's why I check.

You capping the framerate in your game to something close to the refresh rate of the display?

Not really but my framerates arent usually that crazy anyway cuz my hardware isnt like top of the line new stuff. A lot of the games i play already have default caps in place.

EDIT: ive found that when this fps issue happens, alt tabbing or even closing the game will not restore fps, ive tried everything possible to get my fps back up to 60 but the only that works is restarting obs. This problem can trigger with game settings set very low and then i can restart obs and have my game settings very high and be at 60 fps for the rest of the stream its really weird.
