Question / Help Weird dropped frames.

Hi there.

I have the weirdest problem that started occurring around year ago.

The problem is dropped frames, due to network (that's what obs says) but its very random, I might go for a week without any dropped frame and some day it can happen 5 times, other symptom is OBS is very very unstable with bitrate it sends, when I set 6000kbs obs will send from 5000 to 8000 very often, despite being set in CBR.
The biggest weird thing is when this " dropping frames event" happens, red square is visible in obs and when I check task manager it says that OBS is maxing out my bandwidth (I have 60/10 internet) this is associated with dropped frames and stuttery image on viewers end (but sound is ok), sometimes it goes away on its own after minute or two, sometimes I need to restart obs.

What I tried so far... Different router (I have solid wired connection to switch), checking/switching Twitch servers, disabling any plugins in obs, streamed only image from PS4, checking if I have any software that would mess with network, reinstalling OBS on different drive/ssd

Usually It goes like this, I stream normally, suddenly I start dropping frames, red square is visible on OBS, bitrate goes crazy 4000~9000, my task manager says obs is constantly sending <10000kbs (my internet limit), I click stop stream, obs is not stopping, I have to exit program, wait a while and then restart without a problem... I have no idea whats going on but I need to do something... I kinda think This is web browser plugin im gonna try to do some more tests, but if someone has any idea I would be eternally grateful.
