CPU: i7-9700k at 4.8ghz
MOBO: MSI MEG ACE Z390
GPU: Sapphire Nitro+ Radeon RX 590 Special ED
RAM: G.SKILL TridentZ RGB Series 16GB DDR4 3200mhz
SSD: HP S700 2.5" 240GB SATA III 3D Nand
HDD: Seagate Barracuda 3TB 7200rpm
Water Cooling: Corsair H100i V2
Power Supply: EVGA Supernova G+ 750w Gold
This problem has been occurring only when playing WoW, I play many other games that require a lot more resources than this game (for example, Apex Legends, CoD: MW, Overwatch, Battlefront II, and many more). In like 45 degree section it is smooth, but if I start traveling in any other directions, it begins to stutter even if I'm out in the open or in a small room where not many things are needed to process. There is no encoder or rendering lag at all, CPU usage stays pretty low, MAX around 16% but, not for long. Stays consistent around 13%. Internet connection stays mostly consistent. I've tried getting rid of the scene and putting it again it. It's only the game capture scene that shows the problem, but on a display capture works perfect (mainly don't want this because it shows the activate windows text. Lol, just haven't gotten it yet).
