Webcam Uses Too Much Bitrate When In Fullscreen

This is not a problem per se, just something I am trying to understand. When my webcam (30fps 1080p) is on fullscreen mode, even when there is no movement in the camera, it uses 25000 kbps bitrate. I am in CQP mode with a factor of 20. When I switch to game capture with camera resized to a much smaller size, it all works as expected with a bitrate use of 3-5000 kbps while there is no fast movement.

Is this because of the graining (noise) in the webcam making the encoder think there is movement? Is there anything I can do to minimize how much bitrate the webcam uses? I already tried reducing resolution to 720p but it still uses too much bitrate when webcam covers the entire screen.
