Bug Report Webcam starts as OBS starts even if a scene without cam is default

So i start OBS studio and i notice my webcam (Logitech C920) lighted up indicating usage/activated state. Weird part is, it was in a scene without video device capture source. And when i change scenes to one with it, the webcam footage does not show up in the preview, also can't enable it again even if i deactivate and activate again.

It doesn't deactivate at all (webcam still has the blue light around it showing usage).

If i open again with the video capture scene as last used scene, its normal. It only happens when i open OBS with the last used scene as one without video device capture and it causes the webcam to activate and never deactivate until OBS is closed.

Is this related to my issue where after i close OBS it shows the application stopped working or is it an actual recurring bug?

All sources in OBS Studio are global, if you want to add the webcam to another scene, use the Add Existing option when adding the source.
Also the video capture device source has an option to Deactivate the device when it's not in the active scene, although that means it same some time to reactivate the device when the scene with that source becomes active again.
