Question / Help webcam smooth but Game stuttering in OBS (NDI)

Hi , build my first streaming pc a couple of months ago, and started using NDI. for a while , i was having pretty dam good stable 60fps no stutter streams , until i upgraded my pc parts And my router. Also , the new windows update might have had an effect to this. after these upgrades , i allso upgraded my streaming PC , and after that i have been getting massive stutters on the game i play trough NDI. All connections are 1GIG on the new router aswell , all the ndi drivers and OBS drivers are up to date , and aswell all other drivers. As the title says , my webcam on stream is smooth 60fps , but the game is stuttering trough NDI.
i currently run Following parts:
Gaming PC
I7-8700K
ASUS STRIX GTX 1070
16GB 3200MHZ RAM
and a brand new z370f motherboard.
Streaming PC
I5-4690K
24GB 1866MHZ RAM
AMD R7 260X
