Question / Help Webcam not showing up on launch

I have to run my webcam video software before I open my stream now after the update to 0.14.1 (windows) for it to show up. Seems OBS Studio is not making that connection right away anymore for me. It's a Logitech C920 and the settings are completly gone, I have to reset it up every single time. I read the log it says its in use but I rebooted my machine and nothing is trying to attach to the webcam.

"DShow: Run failed, device already in use (0x8007001F): A device attached to the system is not functioning."

Any ideas?
