My webcam is a Sandstrøm SSLCAM14 (i think. Looks the same at least) and I do not think it runs with 30fps OBS. Example: https://www.youtube.com/watch?v=uubDhX5Ktkk&feature=youtu.be
(did a bunch of random hand movements for no particular reason)
PS: The program which came with the camera wont detect the camera for some reason and i cant find any instructions on how to use the software.)

Open 'Video Capture Device' source properties. Look for Low-Light Compensation at Configure Video>Camera Control. If it checked - "Frame rate can be dynamically varied by the device". In other words, give to camera more light and forget about this issue.

It doesn`t seem to be checked, but i can only interact with exposure.
