Question / Help Webcam effects

Is it possible to make your own webcam effect, say via Adobe After effects, and put it through OBS? Will it work through live streaming?
 
Filters are available which could allow such an effect in the future. Currently only "standard" filters are available though. Color correction, Chroma key, etc.
