Question / Help Webcam and voice sync issue

I've been having an issue with my sources syncing for some time now and it's hindered my ability to stream. My webcam and voice audio are in sync, and my desktop capture and audio are in sync, but the two are not in sync together. The webcam and voice come slightly after the desktop. I use audio input/output capture to be able to have separate audio per scene, and I have device timestamps unchecked for all of them. To delay your audio, you have to change the "Sync Offset" in the Advanced Audio Properties.
To delay your Visual sources, you have to add the "Video Delay (ASync)" or "Render Delay" filter.
