Voice to text program?

Is there any type of program that could turn speech to a file or something close, to where It would do live captions?
This being for people who are hearing impaired. Since streaming is popular I would expect a program to exist but
I have been searching for weeks and not found anything close to what i described.

OBS supports this in the Tools menu (Captions). Twitch and YouTube support these natively and can be customized by each viewer.

If you want it embedded in the video instead, I'd recommend Web Captioner.
