VLC problem fullscreen playing MP4, MKV, FLV OBS recorded files

Using OBS 25.0.8 with VLC 3.0.11 on HP laptop with a 3840x2160 screen. If I open an older FLV or MP4 file, VLC will display it fullscreen. But if I record a file from a window of approx. 1768x998 to a file with a resolution setting of 1280x720 (16:9) in FLV, MP4, or MKV, the results are the same a small window in VLC that will not expand to full screen. At this point I surmise that OBS is setting something wrong or there’s some conflict of resolution settings. MediaInfo reports all files as 1280x720 and having been recorded with Lavf58.29.100.

An older MP4 file is reported as 720x480 recorded with Lavf54.63.104 and it will open fullscreen in VLC just fine.

So now I’m wondering where is the problem: Lavf58.29.100, OBS, or VLC? I'm thinking it something to do with OBS -- but this is beyond my understanding. Any help would be appreciated. I can do binary dissection of files if that would help -- just point me to the data you want. Trying to attach a Zipped 15 sec MKV sample is apparently too big and can't be attached.
