Question / Help VLC command line paramenters

Hi mates, I'm streaming remotely the audio (microphone) to OBS, I'm using VLC for that, I would like to create a batch to start VLC with all paramenters needed. Actually when I set VLC it putput me the resulting string
:sout=#transcode{vcodec=none,acodec=mp3,ab=160,channels=2,samplerate=44100,scodec=none}:udp{mux=ts,dst=127.0.0.1:1234} :sout-all :sout-keep
but I suppose it's not possible to use it as command line, how can I do it? I need to include also the directshow source and reduced latency of the buffer, 300ms, how to include that?
Last question, I would that VLC start using a specific graphic processor, is it possibile to specify it too?
