Virtual Webcam is black inside Bluestacks 4

I am using Windows Server 2008 R2 on my server so I was forced to install OBS version 27.2.4 since 28 is not working.
Then I installed OBS Virtual Camera plugin.
Both virtual webcams are in list of webcams in Telegram, video is transmitting, everything is okay at the moment.
But inside Bluestacks 4.280 video is black in all applications (for example, in Camera). I can't install Bluestacks 5, unfortunately.
Is there any way to make it work in BS 4?

Not quite understand you. I googled and installed ndi-obs, but it didn't add this item to menu. Then I googled and installed NDI Tools. As I see, there is NDI Webcam app which is must be what I need, but it does not work on Windows Server 2008 and requires Windows 10.

Okaaaay, I managed how to install it correctly, and now menu on its place. I tick 'Основний вивiд' checkbox, but I do not see OBS camera in Telegram. Only my real A4 camera, standard 'OBS-Camera' and 'OBS Virtual Camera' of another plugin.

You need to select Webcam Input in NDI, then select the camera directly in the webcam on the taskbar, after that you can select the camera in Viber or Skype
