Virtual Webcam Fail

I have the exactly the same problem and the same configuation except my kernel is "4.18.0-17-generic"
The button "start virtual cam" has no effect except the warning in /var/log/syslog "Failed to start virtual camera"
Has anyone got a hint what to check and what to do?

Do you have "pkexec" application installed? OBS needs that one to get elevated privileges to load the v4l2 module. If not you need to manually load the module.

i learned that pkexec is part of the "policykit-1-gnome" package, which is installed on my system.
I now remember that OBS asked me for the root password on the first click on "start virtual camera". But nothing happened.
Anything else I can check?
