i have downloaded OBS STUDIO 64-bit and have also downloaded OBS virtual cam. The plug in is not showing in the tools section. What could the problem be?

Did you install both to the default location? Most common issue is installing the obs-virtualcam plugin to the wrong place.
Please post a logfile from a recording attempt at least 30 seconds in length (it can be blank, even) so we can see what's happening on the back end. There are instructions on how to do this in a pinned thread at the top of this forum.
