I have a video and something keeps happening and I can't explain what it is, or how to fix it. If you fast forward to 2:01-2:10, you will see the frames do something, but i can't pin point what or how.

I'm using a Canon XF100 for my camera.

You see interlaced ghosts. It looks like sync loss during signal transmitting (analog). Try to check all connections. Also, try to setup 29.97 for OBS Studio fps setting (as your capture card and camera output).

Thank you so much, I will make the change. I see you had said analog; however I'm connected through HDMI. My setup is: Canon XF100 to output HDMI. Input HDMI to my Computer Capture Card. Of Course from there OBS Studio and then Facebook Live. However, I do wish I saw this before we stated streaming today, because it's going crazy in the "interlaced ghost". However, It gives me some work for this current week, to prepare for next Sunday.
