Question / Help videos coming out in poor quality even with indistinguishable quality

hi my name is proffeserapple and ive been having some trouble with recording videos no matter what quality setting I set it to it always comes out in poor quality
and laggy

my computer specs are
windows 10
intel i7-4500U cpu
8.00gb ram
AMD Radeon R7 M370

what encoder do you use? and it would be better with log file.

that still doesn't work I still get poor quality videos and there is also a distorted line at the bottom
