Question / Help Videos are VERY choppy after done recording!!!

I have been playing around with the settings of OBS studio now for a few hours and cant seem to find the problem. All videos i record come out to look like they are half a frame a second. im using a 1080p resolution at 60 fps. My computer runs an Intel i7 with 16g of ram and a Nvidia Geforce GTX 1060. My computer is very beefy and plenty able to handle recording many games. I have recorded in the past and videos came out very smooth but now for some reason they very choppy. I havnt updated in a few months but i dont believe that should be the reason why it is so choppy. Id rather not have to re-install the program because i have many things already set up. If anyone can help it would be greatly appreciated!! Below is the latest log files I have for those that it helps.
