Question / Help Video when streaming is completely blurry

Hey everyone, recently now in OBS my stream is very delayed and unable to fully load to broadcast. When I start it shows the loading symbol followed by Mixer itself refreshing the stream. When it recommended that I try Low Latency mode, it would actually load the stream and i could hear my audio but about 3/4 of the video would be heavily pixelated (except the top of it). I'm a lv. 73 streamer and have just had this problem recently.

PC Specs:

Processor: I7-5820k 3.30GHz
RAM: 16GB
GPU: GeForce GTX 970

Output:
Output Mode - Advanced
Encoder: x264
Rescale Output: 1280x720
Rate Control: CBR
Bitrate 2500-2000 (depending if anyone else at home is on)
Keyframe Interval: 3
CPU usage: Very fast
Tune: Zero latency

Video:
Base Canvas Resolution: 1920x1080
Output Scaled Resolution: 1280x720
Downscale Filter: Bilinear (fastest, but blurry if scaling)
Common FPS:30 (originally 60 but nothing helped)

Advanced:
Process Priority: High
Video Render: Direct3D 11
Color Format: NV12
YUV Color Space: 601 YUB Color Range Partial

When I try recording everything is fine, just when I stream it does this

change to keyframe=2
remove zerolatency
use lanczos scaling - unrelated but has better quality

and post log with streaming session

My video now loads but it only plays for a few seconds before freezing for like a min and repeats itself. Im still kind of new to streaming, how do I do a log? Thank you for helping I really do appreciate it!
