Try changing it to the HP preset. Its better if you keep the base resolution at 2560x1440 and use a downscale. You might try avoiding the Lanczos downscaler too.

Lanczos uses more resources and some people think it looks worse, not better, than the other options.

From the guide you linked:
Setup advanced High Quality Settings
Now the interesting settings are in the lower section, but they depend on the selected Encoder:

x264
  • Rate Control: CRF
  • CRF: 15-25
  • CPU Usage Preset: can be lowered to superfast/ultrafast on high cpu usage
NVENC
  • Rate Control: CQP
  • CQP: 15-25
  • Preset: High-Quality
  • Profile: high

Set the NVENC preset to High-Performance (HP) instead of High-Quality (HQ).

Ah okay, I'll give those a shot, in game though I'm dropping like 150 fps. I enabled intels turbo boost technology, for my CPU and it's now at 3.8-3.9 GHz, I've seen some improvements, using the same settings, except using the x264 encoder. just the dropped frames are causing me issues, now that my FPS is going lower then my refresh rate, I can't actually play the game well.

You might have to lock your FPS to something normal to get OBS to run well. Sync off and super fast generally works worse.

I am experiencing same problem, but on my older pc I did not have same issue, on same settings (in obs) even on preview - my fps is dropping in game - f.e. In GTA V 90 fps turning on obs studio 19.0.2 (only preview) drops to 60 each ~30 sec for 2 sec - when recording it's worse.
(new pc setup Ryzen 1700x Msi Gtx 1070 Gaming Z Windows 10 64 Bit 16GB RAM)
(old pc i5 3570k Radeon 7950 8GB Windows 8 64 Bit)
(if this is any help for developers)
