i had ability to choice in which quality i can watch stream. now it disappears and look like this:

how to get back that ability to choice quality ?

Twitch Partners does have transcoding, and sometimes Affiliate may have it. So if the stream is not either then it just be source they streaming. Now if the streamer is using Twitch enhanced broadcasting possible chance may have different options. But it's up to what the streamer sending, or they are partner.

thank you for the answer. i am kinda new in streaming. do i understand you right that Twitch choice for watchers to have that option or not ?

Twitch decides on their end for transcoding for the Partner or Affiliate Program

If you have meet requirements for twitch enhanced broadcasting then you can send different quality on your end.
