Question / Help Video rescaling - once or twice?

Hello, I use 1440 p monitor, i want to stream at 720p. Should I check "rescale" on output tan AND on video tab or just solely on video tab?
Please olny reply if you know what you are taking about, I'm fed up with watching YouTube tutorials made by 12 years olds.
Another thing, is it just me or does 720 p maxed out stream ( faster, 32 scaling, high profile, 4000 bitrate) faster looks better than 720 60 fps on super fast?

Use the one in Settings -> Video only.

And yes, using superfast will generally not look good at low bitrates.
