Hello everyone. I'm really new to streaming and recording. Like really new. Anyway, when I try to change the video settings there is a red message that reads "video output is currently active. Please turn off any outputs to change video settings." What exactly in this case is a video output? Also, i don't need to purchase a capture card to use obs right? Thanks in advance from a lowly noob.

You can't change settings when you are streaming or recording.
And no, you don't need a capture card if you aren't going to be capturing a console or a second pc.

Here's what was happening with me...
I have google hangouts (or Meet) set to use obs as the camera input.
In Meet (or a video hangout), I clicked the gear icon in the top right of the browser window, changed the selected camera from "OBS-camera" to another an actual physical camera.
Then, I could open OBS and update.

I hope this helps someone in the future.

Hi!
I had this problem aswell "video output is currently active. Please turn off any outputs to change video settings." - without currently streaming.
For me it was the NDI that needed to be turned off. To do so - open OBS - go to "tools" - Open NDI output settings - Uncheck the box "main output" - Click Ok and restart OBS. That worked for me!
