Video Lags Audio With Virtual Webcam

I have a specific use case:
2 webcams, 'Overhead' & 'Screen'. Overhead is a Logitec C270, Screen is shown as GENERAL WEBCAM from the pactl command. I use OBS to create scene from the 2 inputs and feed to a virtual webcam that I've called 'vircam'.
Vircam is then used as the video feed for a Skype session, this works fine from the video perspective. The issues comes when I use the C270 mic as the audio input to skype which results in the video lagging behind the audio for obvious reasons. The lag is about 6 frames at 25fps or ~240mS.

I've tried using Pulse audio to introduce a delay into the C270 mic feed but that does not seem to work at all, I've reset pulse, cleared it's config folder as others have suggested but nothing seems to work. I've looked for other S/W to introduce the delay but nothing that is simple to use.

I'm running Ubuntu 20.04.03 LTS fully up to date on Intel® Core™ i5-7600K CPU @ 3.80GHz × 4 with Mesa Intel® HD Graphics 630 (KBL GT2) and 16G of RAM.

I know audio is not fed into the virtual webcam feed so any ideas how I can introduce the desired delay to the C270 audio?

Upgraded to Ubuntu 21.10, no change but there is the promise of an updated Pulseaudio coming along or use Pulsemeeter but I've not been able to play with that yet.

The real issue is the lack of processing an audio source to the virtual webcam in OBS. This is a missing feature I feel.
