Question / Help Video lagging

Hello,
I'm new to OBS Studio and I have a problem when I try to record a video. Every 1 - 2 seconds the video freeze for some ms, and then again working. This happens on preview, then when I record the video is very very laggy. It freeze about 5 - 10 seconds!

My specs:
CPU: AMD FX - 8350 4GHz
GPU: EVGA GeForce GTX 970 SC 4GB
RAM: Kingston HyperX Savage 20GB 1600Mhz

Any help?

You record with 1920x1080 60 fps and 1000 Kbps bitrate. I think that TOO LOW bitrate.
To sTREAM with that resolution and FPS you need 3500 Kbs at least (maximum Twitch stream bitrate)

your bitrate is the same, but CRF=23 is more than 20 (maximun value recomended there)
Your preset is veryfast; article says ULTRAFAST
Your profile is HIGH. Try MAIN to stress less your CPU.

Try one by one, observe results and decide your best configuration.
 
Your settings are OK, 1000 bitrate is just a minimum as you have CBR off and a CRF of 23 the encoder will just change the bitrate to reflect the content however I agree with @EBrito that CRF should be 20 and you could tune your presets.

However one other useful thing you could do which might give us some clues is to do a recording and stop the recording and then upload the log, we can see if there are any encoding problems but these are only added to the log after the recording session is finished.
