Question / Help Video Input not recognized

I am using a StarTech SVID2USB23 (Model USB 2861) video capture device and it does not appear as a source device in the video capture field. it DOES appear in the audio capture field (and it works as expected) and it is working, as it appears when I use EZ Cap and other video capture software. I have tried reinstalling both the StarTech driver and the OBS software. Any suggestions would be appreciated.
