Video Freezes/Encoder Overload

Never had much of an issue before, but I haven't streamed in about 9 months. Video freezes at least once every 45 seconds, and if I have any type of media on the screen the video is extremely choppy. The streaming PC (Dual PC setup) is a dedicated streaming PC so all it is doing is encoding and capturing, nothing else is going through it. I had messed with the settings based on some searches I did but I think I made it way worse. Any help is greatly appreciated.

Thank you for this but sadly none of the tips seem to be relevant:

"3.0% Rendering Lag
Your GPU is maxed out and OBS can't render scenes fast enough. Running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. OBS requires a little GPU to render your scene.

Enable Vsync or set a reasonable frame rate limit that your GPU can handle without hitting 100% usage.

If that's not enough you may also need to turn down some of the video quality options in the game. If you are experiencing issues in general while using OBS, your GPU may be overloaded for the settings you are trying to use.

The PC in question is strictly a Streaming PC. No games are going through it, in fact all it is really capturing for the most part is audio from my main rig. Sometimes I might try to play a video in the background on it, but that absolutely should not be maxing out my resources.
