Your CPU can't handle what you're trying to do, unfortunately. As it's an i3, there's likely very little you can do, and we usually recommend an i5 at the minimum. The CPU does look to support QuickSync, so you could try using QSV as your Encoder (Settings -> Output), but with that hardware I expect you to still run into problems.

You may have Quicksync available as hardware encoder as @BattleMage_ said. Use this. It requires almost no CPU.
Switch to 30 fps, and downscale not to 720p but to 480p.

Thanks! It made the recording a lot smoother and reduced the lag. However, my video now looks compressed and there are large black areas on the top and bottom. I don't know if I accidentally messed with the settings or something. New logs: https://hastebin.com/uzuxofuyuv.sql
