Question / Help Video Delay difference in preview mode vs recorded video

When I set up my HD capture card, the instructions state that the Video Delay filter should be set to 470ms. This fixes the sync issues in the preview mode.

However, any recorded video is out of sync. As it turns out, without the filter the output is fine.

How can the video preview and recorded output both be in sync?
 
When you say "sync issues in the preview mode", what specifically are you referring to? Are you comparing the capture video feed to other video elements on scene, or to a specific audio? If audio, then are you comparing this to monitored audio?

Preview is always going to be a very difficult thing to really base things off of for proper sync -- audio monitoring does not and can not be modified for preview delays, but video has its own rules and issues. The final recording is the only absolute, and that is what you should be aiming to sync.
