Video coming from Elgato is Choppy

I have a HandyCam plugged into an Elgato HD60 S which is plugged into my laptop. I installed OBS 26.0.2 (32-bit, windows). The video coming from the Elgato is choppy in the OBS preview (even when I am not recording or streaming). When I look at the video in the Elgato software, the video is smooth so it doesn't seem to be a problem with my camera or the Elgato itself.

Here is my log file. I ran a simple test and recorded about a minute of video to my computer.

While recording, my CPU did not go over 50%.

Ok, I installed the 64-bit version of OBS.
I am running as administrator now.
I have disabled Norton.
I changed the base resolution to 1366x768
I changed the encoder (in the stream section of the settings? I am just recording locally so I am not sure if this is applicable.)
The screenshot below shows my CPU under 20%.

My only Encoder options are Software (x264) and Hardware (QSV).
