Create a mask with a circular shape (or any other shape you like) with your favorite picture editor. A mask is a *.png picture with the part you want to mask out painted in black and the part you want to keep painted in white. Then add a filter to your webcam source, of type Image Mask/Blend and link the mask.

Thanks for your response. While I was able to create a circular formatted picture using a mask with the Video Capture Device, I lost the ability to still use a square/rectangular picture as a different "scene" in the same broadcast. Is there a way I can use either/or (circular or square/rectangular picture from VCD) in same broadcast?
You configure the mask picture in the properties of the Blend/Mask filter. Not as separate source. Look in the linked documentation, this screenshot is to the point.
