Video Capture Device Settings only allows 1280x720 any device

I am having an issue with any video capture device. I have tried Logitech 930, LG Ultrafine hd camera, facetime cameras, etc. When I go to the properties for the capture devices my settings seem to be extremely limited. When I look up these settings I see video after video of this screen and I just have far fewer settings to choose from. The only way I can get any capture device to display is if I choose "use presets" and choose on the the resolutions. On all devices I can only choose up to 1280x720. Is there another settings somewhere to allow me to choose additional resolutions? See the screenshot of my settings page below.
