Question / Help Video Capture Device Audio Not Working

I play on PS4 and I play on my monitor. I use an Elgato Game Capture Card to record/stream the gameplay through OBS. Therefore I have to use a video capture device as the source in order to get the gameplay to show up. However the problem is that the gameplay audio is not being picked up. usually depending on how loud or soft the audio is it will either be green, yellow, or red. It does not move what so ever. How do I fix this?

I am still having this issue, and it's 2020. I'm using a capture dongle card and while I get game audio on my PC, it's super garbled and you can't understand the character voices... the Mixer bar shows no movement either, but all of my sound settings are correct..
