Video Capture caps at 1080 but in fact is 4K capable, what's the deal?

I have a Canon DSLR SL3 which is capable of recording up to 4k at 60fps, I have selected 4k 30fps in my camera, I have selected the clean HDMI output. My canvas size and output scale are both at 3840 x 2160, my capture card is also rated at 4k 30fps and the cable I am using is also rated as 4K, however every time I add this camera to any scene my max resolution reads 1920 x 1080. What am I doing wrong? Also I want to add 2 other scenes to this profile in which the max resolution of these video capture devices is only 1080p, If I am in fact recording 4k quality with the main scene and DSLR would the 2 other cameras that are only capable of recording 1080p would record at their max quality without issues if my output scale is set to 3840 x 2160???

Probably best to address one issue at a time.
Which capture device are you using? There are many out there at present that can accept and pass through a 4K signal, but only actually capture up to 1080p. The marketing is often intentionally misleading on many of these.

Which one, exactly? and have you hooked up the camera to a 4K monitor, and confirmed the HDMI cable is properly passing 4K? And is the HDMI out on the SL3 4K? and have you set the color depth on the Camera's HDMI output to match your capture cards capabilities?

The video out is 8-bit 4:2:0... The camera does technically output 10-bit 4:2:2 via hdmi but ONLY when displaying static HDR images to a compatible HDR display.​
