It appears as if you don't have a graphics card? Well okay then.

For local recordings i would recommend x264 on CRF rate control

CRF set somewhere around 20
CPU Preset: Ultrafast
Profile: High


If you are still getting choppy video use quicksync.

Just tested with normal quicksync settings and it was pretty good, only thing was that during the vid at random times it would get a lag spike

You can try changing the target usage to performance, its gonna be kind of hard to get great video on that processor especially without a graphics card.

Honestly I dont know to much about quicksync since I never use it, but I would say use either CBR or VBR. Also lots of times recording at 30fps is actually smoother than 60fps especially in OBS try 30fps.

Simple output mode
Indistinguishable recording quality
FLV format (avoid mp4 like the plague it is)
Software low cpu use or one of the hardware encoders.
