Vga or Cpu for LOL stream

Hello guys. Pls help me ! I am using i3 8100 stream lol but very lag.
1. i have 200$ to buy gtx 1650 or 1660. Stream with VGA
2. I sell main and cpu. Buy new cpu AMD 6/12 or 8/16. Stream with cpu
I should chosse option 1 or 2 guys for stream lol fullhd 60fps
Best price for stream lol 1080 60fps not lag or drop

1660 yes........ 1650 NO !

1- Today the best encoder is NVENC, has BIG improvement thanks to Turing architecture (1660 and RTX cards). The 1650 have OLD nvenc encoder. Buy 1660 card.

2- Buy Ryzen 5 3600.

OBS settings for streaming with NVENC encoder:

Common FPS: 60

Advanced:
Network: Check ! - Enable network optimizations and Enable TCP pacing
