Question / Help very poor video, laggy big time, unwatchable

So based on that log, and if the specs are correct, your son doesn't have a gaming computer and depending on what sort of games he is trying to record you won't get acceptable performance except for playing on the lowest of low settings on games with very low graphics requirements and minimal cpu requirements. Additionally, the resolution and fps is set way too high for such bad hardware. You'll need to kick it down to at most 30fps and drop the resolution.

This is basically saying 96.4% of the frames are skipped due to encoding performance being essentially nonexistent. The lagged frames are similar story, but obviously on the rendering side.

The problems with the hardware include a terribly weak AMD processor and a terribly weak GPU.

For reference http://www.anandtech.com/bench/product/1492?vs=1682 the latter isn't what you'd find in most gaming computers either and is still almost 2x as fast.

This CPU can´t handle encoding video in real time

would a graphics card fix this?
A graphics card could potentially fix this if you offloaded the encoding to it, but I don't have experience with that to tell you one way or the other how much overhead is still going to hit the CPU. Plus, I'm don't mean to sound rude, but you clearly need someone to help you with choosing one too and not randomly buy something like you did this computer.

OBS Studio renders using GPU
Encoding can be donde in CPU or GPU.
So, with a GPU you could get better results.

If a friend can lend you a spare GPU to test, you could decide if it´s worth the money buying a GPU.
