VERY poor OBS performance on Fedora 38

Whether It is on Xorg or Wayland doesn't change anything.
With SimpleScreenRecorder I easily get 50-60 fps using intel_qsv (that I cannot use on OBS) and I easily get consistent 60 FPS with Fraps and Bandicam on Windows, with OBS on linux, I struggle to get 15 fps
