Very new user. Setting up website and Facebook recording of church service. I need to regulate audio volume.

Your title indicates website and Facebook recording. Do you realize that Facebook videos are archived on Facebook?
Are you planning on recording, uploading, and streaming videos at later date/time? or are you dealing with Live Video stream?
If Live,
- If you use Scheduled Live Videos, non-Facebook users can watch without issue
- Because of potential Internet connection issues during live stream, if PC can handle it, a good idea to record stream locally (OBS) so you have your own copy of stream in case something happens at Facebook
- Non-Facebook users can access/play the live stream videos (and see comments) via the same site URL
so no need for your own website... considering cost of video storage (videos aren't small), be thoughtful about hosting the videos yourself. You can leave the video at Facebook, and use an embed URL to access it (meaning your website won't be hit with storage or bandwidth costs for streaming)... but then you don't have the same control. so it depends on what you are trying to do

With all that said, non of which is related to audio volume, please clarify what you are asking?
OBS has lots of built-in ability to manipulate the audio signal in a video stream, including volume.
However, recognize that an optimal audio setup for watching on a computer/smart TV, etc, may not (probably won't) sound good on cell phone speakers. From what I know (which isn't much), you can't optimize for both listening environments at same time. You can pick one or the other, or compromise both. your choice. Lots of guides, article, youtube videos on streaming audio optimization, and it depends on your source material, and target audience
