i am using native 1080p
My bitrate is 1000 buffer is 100 as well
i tried using CBR and not using and is the same
CRF is 18
CPU veryfast but tried ultrafast and stills the same
i am doing scaling to 720p at 25FPS , tried to increase the FPS and put even lower i keep the costant 15 FPS in stream and in game i have 100+ FPS

My pc specs are
AMD FX 8350 4.0ghz
Sapphire r9 270x
2 X 8GB Gskill Ripjaws X 1600mhz CL7
Seategate Barracuda 500GB 16 MB Cache

I have tried to change the settings couple of times as i watched the posts of the form and i had 15 constant FPS on Stream but not in game

Here is the Log https://gist.github.com/584391fcc827d079cee6

Also i installed the newer version one dll called hook32.dll didn't installed and couldn't install i and i ignored could it be the missing file that is causing the problem?

The log doesn't show a recording/streaming attempt

1000kbit is NOT enough for 1080p streams.

the log shows the 1080p attempt to stream in here "base resolution: 1920x1080"

As i said i tried different bitrate i tried 4000, 2500 and 3500 and still the same FPS that is 15 is still there

post a log where you attempted to stream. base resolution doesn't matter as you have it downscaled in the logfile. Anyway, that is aside from the fact that that isn't your issue. 720@25fps should be fine with your CPU so please post a logfile where you streamed for at least 5 minutes and had this issue so we can see what your PC is doing when it happens.

Also lag is a very ambiguous term, so

is it lagging in game? stutter? low fps?
is it laggin on the stream? buffering on the viewer side? are you watching your own stream? what does an actual viewer say? does it freeze up? does it pixelate?

these are the type if details that are more targeted to what your issue is, that along with the logfile from when it happened

in the game isn't lagging, it is lagging when i stream it it is 15 FPS all the time but when i play it shows 100+ FPS, it does not freeze and it does not pixelate
here is the long and i have streamed for 5 minutes as you said https://gist.github.com/d4a6ee7cf3bb3cd8e298

your bitrate is a bit high for 720@30 or even 720@25. you dont need anything over 2500 bitrate/buffer for 720@30. At that, are you sure that your viewers are having this same issue? you are using transcode options on your player? make sure you are no source and rightclick the stream and view stats. it is best to have someone else do this or another computer on your network (not your streaming PC).

well i was streaming but i got no viewers, also i was seeing by the obs preview, where is the transcode options?
no viewers means you dont have transcoding. that is for streamers with over 50 viewers usually (this is an estimate). and partnered streamers. its an automattic operation by twitch for more popular streamers. get a friend to watch your stream and talk with them on skype. or use a different PC. I would not advise streaming at 25 fps or lower as it will look like garbage. 30 is ideal because of the 1:2 ratio with the more popular 60hz monitors.
