Very High-End PC, yet CPU encoding overload and skipped frames

Hi.

I have a very very good PC with
CPU: 10900K
GPU: 3070
RAM: 32GB
and when running OBS, it tells me that I'm not even using over 5% of the CPU at the bottom right corner all the time.

However, both in the stream and the recording, I get some minor skipped frames issues and OBS says CPU Encoding Overload.

Is anyone knowledgeable for such weird condition?
I use NVENC option for both the stream and recording by the way.
I stream and record at the same time.
