Question / Help Very Bad stuttering when recording gameplay.

It does not matter if I am recording in window, display, or game capture. it's like I am doing stop motion on the recording even though the game is playing fine. I can record videos and stuff just fine but not games. Log file below but I can also put in a small video to show what is going on.
