".exe" files can be blocked by your security software, if it has way too strict rules. In this case, make sure that you got your OBS files from official source and look for security software "quarantine", "trust" or "white list" settings.

Under the "Assets" spoiler you'll find something like "OBS-Studio-30.0-beta3.zip" file, download it, unpack it with 7-zip or any other program that supports .zip archives to any new folder on your PC that you made before, for example "C:\obs30beta".
