Version 23.01 fixed QUICKSYNC playback problems in several apps

The older version(s) 22.x.x combined with a local recording using INTEL QUICKSYNC @CQP 20 for example had issues while zapping through the video in VLC for example. Adobe Premiere PRO also had issues re-encoding the MP4 properly. The video and audio was out of sync for no reason after a simple re-encode.

BUT NOW with 23.01 it seems fine (i tested 2 videos now). Please figure out what exact changes were made which may "touched" the QuickSync encoding or if this was fixed by accident.

Would be nice if there is no coming back for that issue.

I am specially asking for it because I reported this issue months before and it seemed noone "believed" me - mainly because noone actually tried to reproduce it because people are lazy as always ^^.

I did not see anything in the changelog about Quicksync.

EDIT:
No offense or so. I am just happy it works finally and hopefully not by accident so the issue does not come back in later versions you know.

Recording with NVENC when you are at 99% GPU usage is not 100% safe in terms skipping frames. With Quicksync there is no issue.
Sadly Quicksync is now a littel bit worse because the new NVENC feature Psycho Visual Tuning does work quiet well at my first look.

Just a quick question:

Why is the Rate–distortion optimization not used for Quicksync also. It's a feature of the H.264 encoder. Is Quicksync not using H.264?
